This verse follows on from the war over a new species
that is the theme of C1 Q23.
These connections are made clear by two rare sets of anagrams in line
four. It has lax war-efforts (lx
a_ura $ouffert) and a memento outrages
(mone et M_a_toue gras)'
In the current verse Nostradamus gives
recognition to the changes that will affect the power relation between the
people and their institutions.
