The captive prince mentioned in the first line of this verse refers to radioactive material bandits take from the waste material vaults surrounding Rome.

This same tale is found in earlier verses.

The safe from gunshot reference in the fourth line is an allusion to the protective power that holding nuclear weapons is meant to offer its owners.
